NAMRIA and ONE ink CNA, solidify partnership anew

Officials of NAMRIA and the Organization of NAMRIA Employees (ONE) had a face-to-face meeting in the boardroom of the NAMRIA Fort Bonifacio Office, Taguig City on 14 December 2020 to discuss with finality and sign the new NAMRIA-ONE Collective Negotiation Agreement (CNA) for fiscal years (FYs) 2020 to 2023.
Owing to the ongoing pandemic, majority of the preparatory discussions were held virtually. The new CNA is composed of eight articles with section numberings that continue across the articles. The major changes in the CNA are the inclusion of ONE as a member in the NAMRIA Personnel Adjudication Board; continuous implementation of alternative work arrangements; assurance of other benefits on top of the regular benefits being received by the rank-and-file employees; and support to the NAMRIA Multi-Purpose Cooperative. Knowing the importance of having a health care/maintenance coverage/program for all officials and rank-and-file employees during this time of the pandemic, the CNA assures the granting of the Department of Budget and Management-authorized maximum collective negotiation incentive (CNI), which will fund the said health care program.
NAMRIA Administrator, Usec. Peter N. Tiangco, PhD headed the NAMRIA negotiating panel. The members were Deputy Administrators (DAs) Jose C. Cabanayan, Jr. and Efren P. Carandang; Branch Directors John Santiago F. Fabic (Geospatial Information System Management Branch), Cdr. Antonio G. Valenzuela, Jr. (Hydrography Branch), Ruel DM. Belen (Mapping and Geodesy Branch), Rijaldia N. Santos, PhD (Resource Data Analysis Branch), and Febrina E. Damaso (Support Services Branch); and Chief-of-Staff (COS) Rowena E. Bongalos. On the other hand, President Ronaldo C. Gatchalian headed the ONE negotiating panel. Vice President Cornelio S. Tolentino, Secretary/Public Relations Officer Jeffrey A. Quodala, Treasurer Liberty L. Caluya, and Business Manager Violeta A. Quiliza assisted him. Other members of the ONE Executive Board aided the ONE negotiating panel days prior to the scheduled signing of the new CNA.
The schedule of the ratification of the new CNA by the majority members of ONE and its registration to the Civil Service Commission are yet to be finalized as of this writing.
