NAMRIA conducts focus group discussion with disaster management agencies
Maritime Affairs | Norelius G. Baloran | 25 July 2019 | Print

NAMRIA conducted a Focus Group Discussion (FGD) at the Luxent Hotel in Timog Avenue, Diliman, Quezon City on 19 June 2019 with personnel of disaster management agencies involved in the forecast and dissemination of warnings and advisories during the occurrence of coastal multi-hazards.

The FGD was organized by the Physical Oceanography Division (POD) of the NAMRIA Hydrography Branch (HB) and is one of the activities outlined in the implementation of the Capstone Project of Mr. Norelius G. Baloran, Oceanographer IV at NAMRIA POD-HB, entitled “Institutionalizing Multi-Agency Mechanisms for Sea-Level Data Dissemination to Mitigate Coastal Hazards” under the Public Management and Development Program (PMDP) of the Development Academy of the Philippines (DAP).

Mr. Baloran discusses storm surge data monitored during the onslaught of Typhoon Pedring and…

The objective of the FGD was to discuss, develop, and create Standard Operating Procedures (SOPs) that will provide, in a concise and convenient form, a list of major actions involved that will aid disaster risk-reduction and emergency management agencies through important sea-level data during coastal multi-hazards such as tsunamis, storm surges, high-tide flooding, and sea-level rise.

NAMRIA Administrator, Usec. Peter N. Tiangco, in his opening speech read by Mr. Dennis B. Bringas, POD Chief, acknowledged every agency’s support and commitment to the promotion of community resilience to coastal-multi-hazards.  He also renewed his call to synergize efforts to formalize collaboration and to create a platform for data exchange for an effective and timely data and/or information dissemination.

Mr. Renito B. Paciente, Marine Meteorological Services Section Chief of PAGASA-Weather Division,
stresses a point on the development of a proposed SOP.

Ms. Kriselle L. Monloy, Project Development Officer II of NAMRIA POD-HB,
presents the SOP output of her group.

Meteorologists and weather forecasters from the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) and seismologists and geophysicists from the Philippine Institute of Volcanology and Seismology were invited to participate in the event. Program Officers from the PMDP DAP were also invited to witness the event.

The participants finalize and improve their developed SOP.

All the participants expressed their high hopes that the FGD event will mark the beginning of a broader, stronger, and more meaningful and fruitful partnership so that the concerned agencies will advance community resilience and preparedness towards a geospatially empowered Philippines.
